For work to be done there is a need for a unified-wide plan. The foundations of such a plan are the mission statement, objectives and, areas of excellence, properties and strategies. From these foundations, a work plan will first derive goals and targets. Questions such as What results are needed? Where? When? are raised which will then lead to an assessment of efforts required and a selection of resources to be committed.

Then comes work assignments for which someone is responsible and a deadline must be set. Another necessary business practice is a systematic review of activities and, economic and technical results. This type of periodic audit is built on accurate statistical data and reports. The ETF’s arm’s length could be fostered through research studies made by outside experts.
